The Maricopa Regional Continuum of Care (CoC) brings together community partners to coordinate a regional response to homelessness. The CoC’s structure ensures that decisions are collaborative, transparent, and focused on ending homelessness.

The CoC is supported by three core staffing entities. Each is selected through a competitive process every 4–6 years to ensure strong performance and accountability:
Collaborative Applicant – Maricopa Association of Governments (MAG)
MAG manages the CoC Program competition and federal funding application to HUD, coordinates regional planning, and provides staff support for the CoC Board.
Homeless Management Information System (HMIS) Lead – Solari
Solari oversees the region’s HMIS, the data system that tracks client information, program performance, and system outcomes.
Coordinated Entry Operators – UMOM (for families) and Keys to Change (for single adults)
These partners manage access points where individuals and families experiencing homelessness are assessed and connected to housing and services through a streamlined process.
This structure ensures that the CoC maintains strong governance, transparent data, coordinated access, and effective planning — all essential for reducing and ultimately ending homelessness in the region.
